11. From this statement it will be seen, that while I served in Cyprus I
neither ceased to render direct military service to the Imperial Government, nor did I cease, in point of fact, to draw my pay from Imperial revenue; and I think it must be considered that I have "earned my retired pay" during this period, quite as much by service to the Imperial Government, as by service to the
Colony of Cyprus.
12. I would wish to add a few words personal to myself—I know personal
considerations cannot affect the rules of the service, but they may incline the
scale in a question of doubt. I feel sure the authorities do not wish to behave harshly to an old servant who has fought and bled for his country, and has been repeatedly mentioned in despatches, and specially mentioned in General Orders. But the decision to withhold my retired pay, in the event of my accepting Colo- nial Office appointment, would be exceptionably severe on me. Had I not been noted for aptitude in raising and disciplining Mussulmen levies, I would never
have been sent to Cyprus-as it appears now to my detriment. The hopes with which I entered the Service, of in time succeeding to the command of a Regi- ment, or perhaps a Brigade or Division, have been rudely shattered by the compulsory retirement rules. Having no prospects in the Army, I am still anxious, while in full strength and vigour of life, to devote my energies to the public service. The opportunity is now offered me of begining a new career under the Colonial Office at the age of 48. I can undertake this appointment,
if my retired pay is given me in addition. But I have a wife and family (as most men at my time of life have) whom I must leave at home if I go to China; and with a double establishment to keep up, it would be difficult for me to afford going out there without my retiring pension.
13. Other officers I know, have been allowed to hold Police and Prison
appointments, in addition to their military retired pay: Why should the fact of my having been offered and accepted service in Cyprus debar me from the same privilege?
